3. Approval of Minutes
January minutes available on the web site. Motion to approve from Johnson, seconded by Spicci, approved by vote.
4. MGISAC Administration
4.1 Missouri OGI Report — Paul Wright
Imagery Request A request for bids was released on Jan 27 to the 4 pre-selected Photogrammetric Products and Services contract vendors. The request was reissued on Feb 6 in order to clarify required dates of receipt for some project items and to provide responses for both 18” and 2’. The requested date for response is 5pm, Friday, Feb 13. The vendors are: FuGro EarthData, Quantum Spatial, Surdex, and Woolpert.
Those reviewing the responses are: Arnold Williams, Elizabeth Cook, Jason Warzinik and Tony Spicci.
The organizations we want to thank for providing funding are: Missouri Department of Conservation, Missouri Department of Natural Resources, Missouri Department of Transportation and OA/Information Technology Services Division (ITSD).
Tim Robyn will attend the Missouri GIS Conference on February 18, among with other ITSD staff.
4.2 MSDIS report — Mark Duewell
Biannual report sent out via email earlier this week. Most of staff time is being spent on virtualizing the TC server.

5. Project Updates/Action Items
5.1 Missouri GIS Day — Paul Wright
Event Information A flyer was developed to provide additional information on GIS Day exhibits. Now that we have the tables filled the flyer can be completed and sent to legislators in late February or early March.
Submissions for Available Tables An email went out on 2/9/15 to those who submitted for exhibits.
5.2 Imagery PAQ — Paul Wright
Information out to four vendors.
6. Committee Reports
6.1 Data Development — Liz Cook/Jason Warzinik
Working with OGI on the State imagery PAQ. Mid-Mo regional flight had a kick off meeting last Friday that was well attended and the LiDAR flight for Boone County is 85% flown.
6.2 NG911 Addressing — Steve Marsh

6.3 Local Government — Melissa Johnson

6.4 Education — Shannon White
Trying to identify geography, GIS, and education-friendly legislators. If you know of any, please contact White. If you know of anyone who is doing something interesting with GIS and is good on camera, please consider contacting White to record a short video.
6.5 Outreach — Colin Duewell, Tim Donze
Will begin to think about more workshops after the conference is over.
6.6 Marketing and Communications — Jason Warzinik
Busy with conference.
6.7 Policy and Legislation — Amber Reynolds
Substantial concern was expressed about HB537. Suggestion made to contact RPC directors about concerns.
6.8 Strategic Planning — Matt Gerike
Draft plan emailed yesterday. Have received a few questions and comments. Lots of reformatting and cleanup in order, a few items remain to be added. Suggestion that certain committees have a logical flow into other committees and the document may be structured to reflect that. Discussion. After the conference, please provide any missing content.
6.9 2015 Missouri GIS Conference — Mark Duewell
Registrations are dismal, 63% of projected (158 of 250). Hackathon, Monday possibly into Tuesday, 10 registered. Awards committee work is done but unsure if awardee will be able to attend. Short course numbers are closer to projected. Good session schedule. Mobile app is up and running. Welcome reception will be in room 597. Vendor reception will have a great band, two Chromebooks to give away. 23 posters in exhibit. 44 of 50 student registrations gone. Publicity quite strong. Conference expected to end up in the black.
6.9.1 Session Moderators — Steve Marsh
Will send email to everyone who is presenting. About three sessions need moderators. Please volunteer.
7. Liaison Reports
7.1 MAGIC Consortium — Amber Reynolds
Grants awarded in Iowa for senior transportation needs and South Dakota for hydrographic survey.
7.2 National States Geographic Information Council — Tony Spicci

  • Mid-year in two weeks. Will be a NG911 session. Final agenda will be on the web. Google Doc will be live-written during the conference, also Twitter.
  • Annual conference in KC in October.
  • COGO report card on NSDI sent out via email, very much worth skimming if not reading the whole 89 pages. Feedback solicited.
  • Geospatial data act being redrafted. Looking for cosponsors. Will be discussed at the mid-year.
  • Digital Coast Act being reintroduced in the house.
  • Oversight plan on natural resources from House committee. Could have a large financial impact.
  • FAA is pushing through regulations for UASs. Comment period open through the end of March. Discussion about the validity of local regulations.

8.1 NRCS — Liz Cook

8.2 USGS — Shelley Silch
Hydrography Regional Benefit Study ready to start. Multiple representatives from Missouri will participate. Waiting for final approval from OMB. Boone Co, MO was awarded one of the Broad Area Announcement (BAA) Awards from the USGS for the 3DEP program to acquire LiDAR. MO-ARK LiDAR project is underway and Lidar is being acquired, QA/QC’d through the USGS and being loaded into the National Elevation Database (NED). Bill Sneed (liaison for Arkansas/Tennessee) is retiring in March.

9. Round table Discussion
Spicci: Have hired a new GIS coordinator.
Cook: Very impressed with Boone Co GIS web site.
Vance: Looking for anyone who is keeping current city boundaries and lakes, or list of contacts. [Discussion]
Haithcoat: Check with the Missouri Municipal League.
Johnson: Enjoyed tour of Surdex last week.
White: GeoCamp will be in mid-July this year, more about remote sensing due to EPSCOR grant, working with Conservation on trip to Eagle Bluffs, reducing cost. MGA got funding in December, ramping up classroom possibilities. AP Human Geography test low turnout, trying to increase. Nineteen schools, twenty teacher institute to help students prepare. Laura Estabrooks’ students will be competing, expecting to go to Nationals in Kentucky, looking for travel funding.
Gerike: Community Dashboard map project. Map available of rezoning, annexation, building, demolition, capital projects. Linked directly from City Planning web page.
Duewell: 45th student has registered for conference.
