Article I. Name
The name of the organization shall be the Missouri Geographic Information Systems Advisory Committee (MGISAC).
Article II. Purpose
In accordance with the Governor's Initiative commenced in April 1995, to foster cooperation among state agencies, local governments, private industry, educational institutions, and others in the field of Geographic Information Systems (GIS). To advise and assist the Office of Information Technology in the coordination and advancement of GIS technology in Missouri State Government. To develop and recommend GIS technology management procedures and goals for state government as outlined in a Missouri GIS Strategic Management Plan. To assure the highest quality and to reduce unnecessary duplication in the application of GIS technology. To provide a forum for interaction among state government agencies and others with regard to policies on the development and uses of GIS. To enhance the recognition of GIS at the local, state and federal levels through the sharing of GIS products and research findings.
Article III. Organization
Section 1. Responsibilities
To represent the interests of the Information Technology Planning Board as it pertains to GIS and associated technologies. To facilitate communication and cooperation among the GIS user community and the Office of Information Technology (OIT). To jointly plan and conduct meetings, including an annual meeting of the Missouri GIS user community and periodic meetings with the Information Technology Planning Board. To facilitate joint GIS initiatives and proposals within the state. To provide input and guidance for the Missouri Spatial Data Information Service (MSDIS) in fulfilling the objectives of the Missouri GIS Strategic Management Plan. To develop database standards for statewide coverages and foster cooperation of agency members with MSDIS. To coordinate with GIS technical groups for investigation of, and expert advice concerning, issues brought forward to the Committee.
Section 2. Composition
All members on the MGISAC shall be appointed by the Chief Information Officer (CIO) of the Office of Information Technology from candidates nominated through the Standing members of the MGISAC with input and recommendations from the Information Technology Planning Board and GIS user community. In addition there will be two standing appointments, one each from the OIT and MSDIS.
Section 3. Nominations
Nominations can be made through the MGISAC to the CIO at any time during the year. The nomination will be evaluated by the CIO and appointments made no later than two months after receiving the nomination.
Section 4. Term
Appointed members of the MGISAC shall serve a term of one year. Vacancies occurring before the expiration of term shall be appointed by the CIO from a list of potential candidates from that agency or group. These appointees will serve the unexpired portion of the term of the retiring member.
Section 5. Officers
The members of the MGISAC shall elect from among their number a Chair following the adjournment of each Annual Meeting. Officer election results shall be transmitted to the Information Technology Planning Board and CIO by the Secretary.
The Chair shall preside at MGISAC meetings and shall sign all Committee correspondence. The Chair may appoint any member of the Committee to temporary or standing committees, as necessary.
The Secretary will be the MSDIS representative on the MGISAC. The Secretary shall record the minutes of MGISAC meetings and shall report the proceedings to the Committee. The Secretary shall provide an Annual Review of MGISAC activities to the Information Technology Planning Board and CIO.
Article IV. Meetings
The Chair, in cooperation with the OIT, shall convene a meeting of the Committee at least once per quarter to address the responsibilities of the MGISAC. In addition, the Committee shall convene an Annual Meeting of the Missouri GIS user community and periodic meetings as necessary with the Information Technology Planning Board. Committee recommendations shall be transmitted in writing to the CIO and the Information Technology Planning Board. Minutes, agendas, and proceedings of all meetings shall be provided through the MSDIS home page and newsletter.
Article V. Amendments
Amendments to these bylaws may be offered by submission in writing to all MGISAC members. The proposed amendment shall be taken up for consideration at the next scheduled meeting of the Committee. The amendment shall be adopted by general consensus of the MGISAC members.
