MAINTAIN AND EXPAND THE SPATIAL DATA ARCHIVE
Goal: To establish and make available to the GIS community in state government and beyond a core database of geographic information to be held and maintained in common as a continuing asset within an archive.
TASK #1
Subject: Populate databases with attributes and metadata
Deliverables:
- Attributed databases within MSDIS holdings - Some coded other natural language
- Metadata compiled for MSDIS holdings - attached to file as well as HTML
- On-going metadata compilation and attribution of files as received

TASK #2
Subject: Maintain a digital data library, including additions of new databases as they are delivered to MSDIS. Update revised data sets as they are received from custodial agencies.
Deliverables:
- FTP access to current digital data holdings

- Maintenance of accuracy records

TASK #3
Subject: Inventory and create a database directory showing what is available and an inventory of what is being used across the state.
Deliverables:

- Updated and upgraded mailing list for future contacts
Budgeting considerations: Total Cost $6,089 from $11,089
(Budget Change: Merging effort with NSGIC Framework Survey - savings to MSDIS $4,000 plus NSGIC provides $1,000 to cover some expenses associated with the survey tool)

Subject: Prepare, maintain and distribute via the web site a database catalog with periodic updates.
Deliverables:

TASK #5
Subject: Add an area to the MSDIS web site for GIS programs (AML's, scripts, etc.) and maps developed by others that can be shared and utilized by the Missouri GIS community.

- Web area for posting maps of "standard" analyses for download or examination

SET DATABASE AND COMPUTER STANDARDS FOR THE GIS USER COMMUNITY
Goal: To advise and assist the Office of Information Technology in setting GIS standards in Missouri State Government.
TASK #1
Subject: Define database standards which will encourage the development of common, interchangeable databases among the GIS community. Standards will address specifications pertaining to spatial accuracy and precision, currency and data maintenance, credibility, source documentation, database logic, and attribute coding.
Subtask 1: Create materials for use in conference presentations, invited talks, and other speaking opportunities to educate and inform the user community concerning the issues of metadata, standards, and accuracy.
Subtask 2: General education concerning standards issues
(Change to 3 sites from 9 sites)
Subtask 3: Sponsor forum at 3rd Missouri GIS Conference for all levels to interact and provide seed information for discussion and development of state standards.
Subtask 4: Develop draft state standards.
Subtask 5: Sponsor a series of forums for all levels to interact and provide feedback on state standards draft (5 sites)

EXPAND THE USE OF GIS TECHNOLOGY IN MISSOURI STATE GOVERNMENT
Goal: To encourage use of GIS technology and geographic data resources in state government by providing practical support to users.
TASK #1
Subject: ÔOpen BudgetÕ of 10% of total for discretionary use by Program Director of MSDIS.
Deliverables:

Budgeting considerations: Total Cost: $15,300 decreases to $7,044 to keep on budget with new expendatures
TASK #2
Subject: Conduct tailored introductory GIS workshops to inform and educate state agencies.
(2 in FY97 and 6 in FY98)
Changed to become MSDIS introduction for targeted audiences around the state.
Deliverables:
- Workshop schedules, topics, and agendas.
Budgeting considerations: Total Cost $ 16,564 raised to $21,035 to allow for more travel and overnight stays as well as more time in preparation of individualized talks to groups outside of state agencies.
TASK #3
Subject: Publish two newsletters covering subjects of particular interest to the Missouri GIS community. Includes maintenance and expansion of mailing database.
Deliverables:

Budgeting considerations: Total Cost $ 22,315 decreased to $11,157 by only publishing two newsletters per year (Dec and June).
TASK #4
Subject: Provide requested assistance to state agencies regarding loading, conversion, and use of data sets.
Deliverables:
- Phone numbers and Email access to MSDIS staff to aid in addressing issues.
- Conversion services for data to CAD or other system
- Re-projection of data to different datum or coordinate system
