NSDI COOPERATIVE AGREEMENTS PROGRAM (CAP) GRANTS AWARDED:

Missouri is fortunate and proud to be a participant in two CAP grant awards for the 2007-08 program year. Congratulations to the Mid-America Geographic Information Consortium (MAGIC) for receiving a Category 1 FGDC-endorsed Standards Implementation Assistance and Outreach grant. Kudos to our newly appointed GIO Tony Spicci, also, for receiving a Category 3, 50 States Initiative Grant. Details on these important programs can be found below.

CATEGORY 3 50 STATES INITIATIVE

The Project goal is to develop statewide strategic and business plans to facilitate program and resource coordination in support of the NSDI and the Fifty States Initiative Action Plan. Project outcomes are two-fold. First, define Missouri’s geospatial strategic and business plans’ primary goals and structures. Secondly, ‘implement’ key plan components by creating and distributing targeted education materials for the Missouri legislature and local government groups. Creating and distributing education materials will assist in improving legislative and governmental awareness and support. This educational effort will help formalize regional and county group coordination. These activities provide a tangible medium to educate and raise awareness, as well as formally connect regional and county groups in sharing information, coordinating educational efforts and tracking progress.

PROPOSED PRIORITIES FOR FUNDING AND GRANTS: The proposed priorities listed below are meant to start a discussion about what range of priorities ought to be targeted for funding. The funding and grants subcommittee would like to identify these priorities and then seek appropriate funding options, rather than trying to fit projects into funding we find by chance. Please review the following and provide feedback to this page, Pam Kelrick or Mark Deuwell.Grant links at the bottom of the page.

2-Year

  • State Strategic Planning – CAP grant for strategic planning – outreach, survey, and ultimately a doable plan to proceed with State-wide GIS development, access, and support; interstate coordination and communication for GIS.
  • Underrepresented and rural communities pilot consortium – CAP grant Category 4: Geographic Information Integration & Analysis
  • Establishment of a State GIS response team with equipment, training, and outreach. (Could be 2 or 5 year.) This project may be taken on already by other State agencies, but it is certainly worth tracking.

5-Year

  • Funds and structure, if needed, to assure that files identified as critical for Homeland Security are in a physically and cyber safe environment. Further, that these files will be deliverable and accessible in a catastrophic event. I have a growing sense from the local level that local governments would choose to have a secure State location to store information, but not make it publicly available. We do not have the resources at the local level, or the communication infrastructure to effectively utilize and distribute information during an event. While MSDIS is certainly a storage option, many local governments are very wary of providing information for public access until policy and legislation catches up.
  • Publish booklet/workbook for comprehensive distribution to local governments, relevant professional organizations, schools, and other relevant parties on preparation and use of GIS for HS/emergency preparedness. This booklet would include the list of critical files needed, required equipment to collect information, and a place to send your backup files in the State of Missouri. It would include information about good locations and conditions to store information; how to identify local and customized information needs; information backup procedures; personnel backup procedures and general expectations for local GIS preparedness and support prior to GIS response unit/State arrival.
  • Seek additional, consistent, funding for MSDIS that would focus on one of three categories: local government education and outreach; establishment of a state-wide subscriber web-based GIS application system with editing capability (similar to ArcWeb services); data security, distribution and accessibility.
  • Fund grants for regional or local governments to collect and submit data for 1-2 critical files in a target timeframe.
