Meeting called to order: 9:05 a.m.
Minutes: Meeting minutes for March 14, 2000 were distributed and approved.
ESRI Master Purchase Agreement: Joe eckmann and Steve Kinzy from Environmental Systems Research Institute (ESRI) came to speak to us concerning the states ability to purchase ESRI products (ArcInfo, ArcView, ArcIMS, etc.) through the master purchase agreement. Currently the state agencyÕs GIS users are frustrated by the process. ESRI came to describe how the system works and its current status as well as where it can be improved. Currently GE Capital is not an ESRI business partner so that GE had to subcontract to the minority business partner World Wide Technology to provide these products to the state. This means that a request goes from state agency to GE to WWT to ESRI and then back again. Each unit can add some overhead for administrative services but there was some question within the group as to whether or not the amounts being added across this exchange is too high. As well WWT while being an ESRI business partner has not become licensed to sell certain elements of the ArcInfo suite which means another set of negotiations. It was also pointed out that the nature of this interaction precludes the stateÕs ability to take advantage of tiered discounts based on volume. Discussion included whether the committee wished to re-bid this MPA.
The committee asked ESRI to provide a summary of all ESRI products licensed within the state agencies, a listing of ESRI resellers within the state, and a copy of the current MPA and request for bid that went out for these services. The committee will use these documents to assess the need and timing for initiating a re-bid process for GIS software. This would be made as a non-binding recommendation to Mike BenzenÕs office.
ESRI stated that there would be a demonstration of ESRI GIS technologies next Monday at the Ramada Inn in Jefferson City. The demonstration would include: vehicle taxing, school districts, reverse 911, on-line sales tax registration, commercial building vacancy, bio-terrorism surveillance, disease outbreak surveillance, and resource allocations to consumers.
Standards - Metadata Standard
The committee is waiting for a re-draft from Lesley Beardon. Jo Ann Shaw distributed the draft document in paper form and will forward a digital copy with attachments when ready.
Standards - Addressing Standard
Tim Haithcoat passed out the draft of the Geocoding Initiative as presented to Mike Benzen. Preparation of materials for the briefing for the Information Technology Advisory Board meeting on April 26, 2000 was presented and reviewed by the full committee. Comments and suggestions were taken and will be incorporated into the final briefing for April 26th.
MAGIC 2000: On-site MAGIS / MoGIS conference meeting will take place at Tan-Tar-A on April 14th from 9:00 ø 12:00. All committee members are welcome to attend.
GIS-CIT Crosswalk: Jo Ann Shaw requested that we draft a letter explaining more fully ÔwhoÕ the crosswalk addresses and the purpose and limitations of this action.
GIS Education Effort: Tony Spicci called for comments on the survey forms. If any member or group has additions or changes to the survey send them to Tony as soon as possible.

State Mapping Advisory Council (SMAC): Darryl Williams will find a few dates for the meeting at the USGS. SMAC will become a standing subcommittee of this group. Others expressing an interest in this activity included Bob Clark (DNR), Glen Barber (SEMA), Jo Ann Shaw (DNR) and Mark Duewell (MDH).
The Missouri State Profile document was completed and has been accepted by the National States Geographic Information Council (NSGIC). Many thanks to those who submitted text for this document. Thanks to Tony Spicci and Tim Haithcoat for spearheading this activity for the committee.
