April minutes available on the web site, printout available. No corrections. Minutes were approved by motion (Ray Fox), second (Jeff Schloss), and vote.
Subcommittee Reports
By-laws—Jeff Falter
Tony Spicci: changes were sent out twice, any questions? Comments from Jeff Schloss about including specific months in the by-laws: for specificity or to move everything back a month? Response from Tony. Motion to approve (David Drum), second (Helen Stewart), approved by vote.
Communications—David Drum
MGISAC booth at MAGIC Symposium and GIS Day at the Capitol.
Data Development—Ray Fox
Passed out a draft of topics to cover at July 8th meeting in Rolla. Explanation. Discussion. Plan on a three hour Data Development meeting. MGISAC meeting will follow.
Education and Outreach—Ryan Lanclos
Tony Spicci: MGISAC conference coming up February 2005. Time to start volunteering; see Ryan. Discussion. Planning for Tan-Tar-A location.
GIS Data Policy—Tim Haithcoat/Jim LaScala
Tim: Hoping to use Open Data Consortium Model Data Distribution Policy as a starting point. Will send out to committee. Discussion.
GIT Architecture—Tim Haithcoat
Tony Spicci: the GIT discipline meeting occurs the first and third Wednesdays. Jeff Haney finishing the FIT matrix to go out soon. Discussion about ArcGIS 9.x inclusion. Addressing standard being reviewed by data management group. Discussion. Jeff Schloss noted that the document on the MGISAC web site with the standards review process previously approved by the Committee needs to be updated to reflect changes imposed by the Missouri Adaptive Enterprise Architecture review and approval process.
Homeland Security—Tony Spicci
FEMA held kickoff meeting for Homeland Security User Group in Kansas City. Well-attended, about 60 people from Missouri, Kansas, Iowa, Nebraska, and other states. Three modules are available for hazardous materials, flood, wind, earthquake. Need Spatial Analyst extension to use, and up to 80GB of storage for generic data. Not sure where user group will go. Tony and MSDIS will continue involvement. HomeSec GIS grant has not been funded. Looking into why. Next HS subcommittee meeting the 21st but Tony cannot attend. Will arrange for someone else to chair.
Local Government—Steve Marsh, Gary Mook
Steve: Presented Missouri Addressing Standard in MAGIC session. Seemed like some interest, but most questions specific to how Jackson County was going to implement. Local Gov't survey is up and receiving results. Probably worthwhile to pick a day and have Local Gov't folks meet in Columbia or Jeffersion City and discuss.
Nominations—Tom Stokes
Have submitted all nominations received so far. Have three new in addition to existing committee members.
Strategic Planning—Tony Spicci
Review tasks in annual work plan. Report to Tony in two weeks.

Partnership proposal funding decisions have not been made. CAP grant proposal out now, due back June 4th. Tim Haithcoat has TED Extract for Missouri.
GIS Merit System Positions—Jeff Schloss
No new positions, same as last report. GIS Analyst register open through May 25th.

Have been working on update of public lands in metropolitan areas (St. Louis and Kansas City).

NSGIC—Tony Spicci
Lots of activity apparent on listserv. Annual meeting coming up. Annual meeting will focus on state efforts with federal agencies; mid-year meeting will be in Washington, DC. Both conferences growing; blistering amount of Federal activity. Ray Fox: state model for coordination draft document from Larry Zink. The Data Coordination meeting is modeled after Nebraska's I-Team meetings. Tony: final document should be out soon.
OIT—Tom Stokes
Comments from Gerry Wethington about web site. Discussion, drifting from OIT matters. Tom Stokes: Gerry asking about training and certification effort. Discussion. GIS Training and Certification subcommittee established; chaired by Tom Stokes, populated by Tony Spicci, Debbie Briedwell, Bobbie Koelling, Mark Duewell.
MSDIS Activities
Mark Duewell: submitted a partnership grant; waiting on word. Submitting a CAP grant; having discussion with IATS to move servers to MU Telecomm Building for backup and security. Having a discussion with MOREnet about commonalities and synergies, will revisit over coming months. Looking to create a geospatial training center. Discussion. Job posting page up; MSDIS web site being updated.
ESRI State Purchasing Agreement
Debbie Briedwell: where is this in the process, is it too late to discuss? Exchange between Tony Spicci and Debbie. Request from Debbie to have Tony and ESRI talk to a new person in her department who has worked with software licensing before. Discussion. Tony: if you have concerns, write them out, explain them, and send them to him who will forward them to Gerry and Gary Eggen.
Round Table
Tony Spicci: Two training classes coming up: one opening in Geodatabases I, cost approx. $1000. Four openings in Geodatabases II Thurs/Fri of next week. Two openings in GPS class 5/25-27, cost approx. $700. Does anyone have familiarity with Adrisi software? What formats will it accept?
David Drum: addendum to Communications report: www.mgisac.org site added to State search engine; anyone coming to www.mo.gov searching for GIS terms should get results from www.mgisac.org.
Liz Cook: FSA has decided not to publish common land units on MSDIS.
Steve Marsh: how did GIS Day at the Capitol go? Discussion.

Jeff Schloss: ESRI FGDC metadata style sheet is missing several important fields, FYI.
Debbie Briedwell: School XY data layer available.
Diane True: ArcGIS 9 rollout last Tuesday, Geodatabases are not backwards compatible from 9 -> 8! Discussion about incompatibility woes.
