Communications—David Drum
Explored videoconferencing options available through MOREnet. Small groups (up to 8) may use a tool called PCX with camera and mic to meet. Larger groups would need to use a Centra session. There are also options involving TCRCs, public library video rooms, or some combination of the above. Each have advantages and disadvantages. Discussion. Request to demo both tools. Ryan L: Teleconferencing $5/hour plus 7c/minute for 800 number access. Discussion. Nathan M: free tool called VRVS. David D: could complicate minute-taking. Discussion.
Data Development—Ray Fox/Jeff Schloss
Ray: Held teleconference on Monday. We were informed that the County Assessors are changing in September, and the new Assessors and existing ones may not communicate with one another. Due to that we may want to hold off on the survey until October. We can discuss at our next meeting. We will have another call on August 1. I will plan on having it at 10:00 again. If this is not a good time please let me know sooner than later so I can get back to everyone.
Education and Outreach—Ryan Lanclos
June 16 Digital Government Summit probably full; Mark Duewell setting up MSDIS and MGISAC booths. Nathan M: Presented at Business Information Technology Institute for high school students with Tracy Schloss. 20 students ages 15-17; none had heard of GIS. Pretty sharp, those that were awake; should try to continue to be part of the Institute. Has idea for 4-H GIS Day one day at the State Fair to focus on GIS activities in the state and tie into things already being done by agencies. Have six six-foot displays in 4-H building for groups without other home at Fair. Discussion. Tell Nathan what day would be best for you. Fair runs August 11-21. Jeff Schloss: time to set another GIS Day at the Capitol? A: Yes.

GIS Training & Certification—Tom Stokes
Subcommittee gathering different training options to bring to MOTEC facility. Some information from the private sector, different courses offered in state agencies, instructors in agencies, talking with Mark Duewell about GTC offerrings. Did quite a bit of research on different certification processes and whether there is justification to develop certification process for the state.

Homeland Security—Debbie Briedwell
Finished compiling spatial data inventory, sent to Homeland Security office, picked critical layers and sent to Data Development subcommittee for consideration.
Local Government—Steve Marsh
Greg Resz: Meeting last month best in a couple years. Small, attainable goals: web site content, state map of counties with GIS. Discussion. Discussion of Osage County initiatives. Senate Bill 210 passed both houses but has not yet been signed into law. Grant money from Homeland Security is funneled through SEMA. Tom Moore is the Homeland Security grant manager. Four grants: law enforcement, City/County, etc. Gary Mook, via email: "I have started my assignment and have identified the cities we know have GIS in the (8-co.) region. There are 26 total, with 21 of those being in Missouri. I have one of my people trying to contact each and flesh out the info requested on s/w, data, etc. with end of month as deadline." Steve Marsh, via email: "I would emphasize that last months' meeting was the best we have had in 2 years. We have set some small, attainable goals that will enable us to make some forward progress."
Nominations—Tom Stokes
This year is unusual because all terms run through at least June 30, 2006. Nomination for officers will run from July 1 to 31. Nomination subcommittee will distribute ballots on August 4 and hold the election on August 11. Absentee ballots must be to a Nominations subcommittee member by the close of business on August 10.
Strategic Planning—Pam Kelrick
Thanks to Tony Spicci for taking over in my absence. Would like to have the subcommittee meet after the July MGISAC meeting. Need to work on workplan and review the strategic plan.
GIO Position Planning—Ryan Lanclos
Thank you for your comments. Jeff Falter met with Dan Ross last week. Dan Ross commented on justification and had a few questions. He will pass the justification on to the Governor's Chief of Staff. The matter is now out of our hands. Jeff Falter is hopeful to get an answer soon.

In the process of preparing a work plan for Federal FY06. Talked to Jeff Schloss about projects; anything you want USGS involved in, please tell Ray Fox as soon as possible. Not aware of any data collection next year.

Going to have a technical committee meeting and steering committee meeting in August. The technical meeting is open to anyone and will be held on either the 23rd or 26th. Part of the steering committee is open to anyone; no date yet.
MMA—Kim Swisher
Mark Duewell: MMA conference coming up at the lake. Jim LaScala is investigating a booth space exchange. Nothing has been signed or voted on. Are we interested? Yes, just do it (consensus). August 2-5, http://www.missourimappers.org/. Motion from Diane True to initiate cooperative booth space agreement. Second Bobbie Sue Koelling. Approved by vote.

Dan Ross working to light fiber in MODOT right-of-ways, could improve GIS data sharing.
Missouri GIS Conference—Ryan Lanclos/Tony Spicci
Mark D: Jamie deposited something over $4,500 in account for proceeds from MGISAC conference.
MSDIS Activities
Interesting month for data submissions. Phani changing servers. CAP04 training winding down, one session left which is booked with a waiting list. Trained 37 local government members. CAP05 waiting on decision from University prime funding, may add another $11,000 in matching funds. Grant will go into Federal system next week. Received letters of support including great one from Bill Harris. Taking booths to Missouri Digital Government summit. Looking at MMA conference booth. MSDIS special achievement award from ESRI.
NSGIC Dues
Pending Strategic Planning subcommittee work. David D: Is Tony Spicci writing a justification for ITSD to pay for membership? Tom Stokes offered to arrange a meeting with Dan Ross and Tony. Discussion.
ESRI Contract
Tom S: Sonny Sanders sent me a lot of information. Don't want to move too quickly; get the right players together. Got a message from Gary Eagan at Purchasing, hope to meet with him in the next week or two. Discussion.
Round Table
Sonny S: GIS portal toolkit training being put together for the state. Relevant to IMS and SDE users. Question from Jeff Schloss about half-day training. Discussion.
Diane T: MORAP data up on MSDIS
Ray F: Geospatial One Stop version 2 nice feature "Marketplace" may help Data Development subcommittee. Was supposed to be released in June.
Debbie B: any word on CATS? Sonny: yes, acceptance testing in June. Not available before July.
Greg R: Local government meeting cancelled.
Ryan L: animal ID program. May be mandatory next year. Data availability to other agencies unsure. Similar programs exist but data cannot be shared. Common Land Unit data back on the radar.
Terry L: Is data on MSDIS on the National Map? Mark D/Ray F: hopefully! Ryan L: some data privacy issues. Ray F: National Map layers can be password-protected.
Jeff S: Is there any progress on the above-ground tank layer? Ryan: will look into it.
