Approval of the Minutes

A motion was made and seconded to approve the minutes from the January meeting. Motion passed.

MGISAC Administration

State GIO Report—Tim Haithcoat

Arc Image Server training will be held April 16-17 at MoTEC. Stimulus funding may provide money to map all broadband services in the State. A seamless map of existing coverage is required to obtain broadband development funds. New York did their mapping without contractor support and is being looked at as a model. Voting precincts and block boundaries are progressing. Matt Hesser, State Demographer, discussed importance of filling in holes in the Census' master address file. Missouri is within 1% population of losing a representative in the U. S. House. Tim H. is making a state business case for statewide aerial photography in 2010 to match up with Census data. Senate Bill 119 suggests a ballot measure to tax cell phones for 9-1-1 development. Appointment letters to MGISAC are still pending. Data sharing MOA is nearing completion.

Dr. Ming Hung, Northwest Missouri State University, has been nominated. The CIO will need to approve the nomination.

Project Updates

Discussion Topic/Presentation

Senate Bill 384

Rich Germinder, staff person for Senator Lager who introduced SB 384, presented the purpose of the bill. He emphasized the need for cadastral mapping standards. He said only provisions 1-3 in the bill were exclusionary for PLS while 4-12 were permissible for everyone. The bill would invoke the rule making authority for DNR to form an interdisciplinary committee to develop the standards. The standard would not be mandatory but available to entities to hold contractors accountable. Tim H. pointed out that the bill does not follow the current NCEES model law on GIS and cadastral mapping. Considerable discussion ensued. Mentions of GIS in the bill are confusing and subject to misinterpretation. Tony S. motioned that MGISAC write a letter to Senator Lager that we do not endorse SB384 as currently written with suggestions for rewrite. Arnold W. seconded. The motion passed, with abstentions from Debbie B., Tracy S. and Jeff S.

Steve M. asked for submissions on what activities each feel is important for MGISAC to address in 2009.

Subcommittee Reports

Data Development—Ray Fox

Met March 10. 2010 NAIP upgrade was discussed and Liz C. will get more information from APFO. All 2008 state leaf-off imagery has been QC'd and is back to Surdex for finalizing. The "holes" in last season's coverage are currently being flown. The orthoimagery business plan is being revamped to emphasize the connection with 2010 Census. Ray F. is soliciting partners to expand a COE acquisition of LiDAR bluff-to-bluff on the Mississippi River to full counties. There is a possibility for stimulus funds to enhance geodetic control. Ray F. suggested getting image targets established for NAIP and other future imagery.

Finance—Liz Cook

No expenditures. Balance remains $12,956.71.

Funding & Grants—Pam Kelrick, Tony Spicci, Mark Duewell

A 2009-2010 CAP grant was awarded to MSDIS to continue the structures mapping in the New Madrid Seismic Zone. As mentioned earlier, stimulus funds might become available for broadband mapping and geodetic control.

Homeland Security/Emergency Management—Debbie Briedwell

Minutes are on-line. Grant proposals have been submitted for MERIS and infrastructure work. 4 of the 9 RSOCs submitted proposals for GIS funds. The eastern Homeland Security workshop will be May 5 at Washington University.

Local Government Group—Mark Allen

No report.

Outreach & Education—Mark Duewell

Mark D. asked for and we approved to support breaks at the HS workshop up to $100. The Rural GIS Summit is May 20-21 and an agenda is on-line. Pam K. has made 850 mailings about the meeting, and MMA has been helpful.

Strategic Planning—Eric Foster

Eric F. asked that all review the annual report that has been on-line since Oct. and be ready to approve it next meeting.

Liaison Reports

GIT Architecture (MAEA)—Tim Haithcoat

Policy & Legislation—Tony Spicci

Discussion previously held on SB384. Greg R. mentioned a bill requiring police personal data about residence, etc to be opted out of public records. A bill has been introduced to make Missouri Board on Geographic Names a legislative entity. Aaron A. mentioned a bill in another state suggesting public places be blurred out on aerial imagery due to the thought that terrorists use things like Google Earth for targets. Tony. S. offered to send out the Rand report to anyone interested that argues against that notion.

MSDIS Activites—Mark Duewell

Mark D. asked for feedback about MSDIS participating on Twitter. Down side is they can sell contacts. As mentioned earlier, a new CAP grant has been awarded. Initial New Madrid data is in the courthouses.

Missouri GIS Conference—Tony Spicci

Final financial data not available yet, but it looks like we will break even or possibly make a small amount of money. Attendance was about 250, up from the previous 3 conferences. Vendors were down. Tony S. needs to remind CMP to send out a survey monkey. The 2011 conference was discussed. Mark D. will pull together conference evaluation data so an interested sub-committee can decide if we should have a similar format conference in 2011. We will consider merging with other conferences such as MMA and MSPS.
