Approval of the Minutes

January 14 minutes available on the web site. Motion from Colin Duewell to approve the minutes, seconded by Liz Cook. Approved by vote.

MGISAC Administration

State GIO Report—Tim Haithcoat

Broadband is still moving forward, being asked to support a lot of proposals across the state. Ralls county proposal has been funded. Several other proposals have been sent back for refinement. Broadband has been hit by funding cuts, but not mapping. Planning the GIS architecture in the State Data Center.

Conference Attendee Selection Criteria/Process

Jeff S suggested financial need and conference participation. Liz C suggested MGISAC participation as well. Mark D proposed that, with three applicants and two free registrations, that MGISAC simply pay for the third applicant. Tim H said that there is a small amount of money at his discretion. David D pointed out that Steve M may have more applicants than we are aware of. Discussion. Tabled until we hear from Steve M. [Later] Will ask for names and justifications from Steve M; will make determination by February 19th.

Discussion Topic/Presentation

SB 621 hearing held Jan. 26. MMA, MSPS, Assessors, GIO in attendance. John Teale spoke on his own behalf. MSPS said they were behind it. Ralls Co Assessor spoke of its importance. Tim H spoke of its need. No opposing view given. Bill passed unanimously and has been moved out of committee. Companion House Bill 1830 will be making its way through.

Subcommittee Reports

Data Development—Ray Fox

Did not meet last Tuesday. NSGIC has put out a LiDAR survey; Tim H and Ray F have responded. National Map has a new viewer. Tim H: the LiDAR survey has been summarized. Ray F: I will send that out.

Finance—Liz Cook

Did not spend any money last month. MAGIC sponsorship still pending. Balance of $27,039.58. We are supposed to finalize decision regarding insurance today. Recap of information that has been previously emailed to the MGISAC mailing list. Discussion. Motion from Jeff S to pay for the event cancellation insurance not to exceed $750.00 for the upcoming Missouri GIS Conference out of MGISAC funds. Seconded by Debbie Briedwell. Approved by vote; one "no"; two "abstains". Liz C and Tim H will work with a local insurance provider.

Funding & Grants—Pam Kelrick, Tony Spicci, Mark Duewell

Mark D: MAGIC has approved a new proposal from Missouri to fund four workshops not to exceed $2,000. Working on a south central Missouri workshop. Motion from David D for MGISAC to fund refreshments at breaks not to exceed $100, seconded by Colin D, approved by vote.

Homeland Security/Emergency Management—Debbie Briedwell

Seventeen county seismic zone data should be ready by June. Incorporating critical structures data from RPCs. Discussion. Attended the Central United States Earthquake Consortium. Developing a statewide map book for Missouri as a pilot for the Consortium. HS Grants are an investment justification; geospatial is now a separate funding justification (a good thing). Working with Boone Co Task Force One mobile platform wide-area search and rescue GIS support.

Local Government Group—Mark Allen

South Central Missouri Workshop on May 19th, 8:30 a.m.–4 p.m. in Willow Springs at the MoDOT facility. Considering a Rural GIS Summit-style agenda.

Strategic Planning—Eric Foster

No report. Discussion about the state of Strategic Planning. Mark D: MGISAC should put in for a strategic planning CAP grant; start working now.

Updated census datasets will be published soon. NAIP CIR is going out, getting requests for raw data. Discussion. ArcGIS training on March 30-31. Missouri Data Inventory proposal at USGS pending approval.

MAGIC Consortium—Tony Spicci

Mark D talked about the Senior Executive seminar taking place prior to the Symposium. Discussion. Question from Debbie B about when the schedule will be published.

Cooperating Agency/Organization Reports

Federal/NRCS—Liz Cook

Spoke to a group of Agriculture and Natural Resources leaders in the state last week. Very well received. Looking for somewhere to serve publicly available LiDAR data. Discussion.

Federal/USGS—Ray Fox

Have two imagery, two LiDAR grants ready to award, delayed by snowstorm in DC. Working with St. Charles county. Look for a National Map video on YouTube or on the National Map web site. The President's budget proposes a 3.5 million cut in USGS funding to be taken from the Partnerships Office. Little projects like we have been doing would probably not exist. Could also lose 13 liaisons. Mark D suggested the need for a letter of support for the liaisons. Tim H noted that this would be most useful by March 4 before the NSGIC Mid-Year, which occurs before the March MGISAC meeting. Discussion. Requesting letters of support for USGS by March 1. Motion from Liz C that members provide information to Tim H from which to write a letter of support from MGISAC for the USGS, seconded by Renee R, approved by vote. Ray Fox excused himself from the meeting during the discussion concerning a letter of support.
