MGISAC Administration
State GIO Report—Tim Haithcoat
Starting broadband, have developed a non-disclosure, working with 184 vendors. All new phase 2 proposals are compiled on a series of maps. Briefing congressional delegation tomorrow. State is looking to be involved more in geospatial data, expecting a citizen data portal. GIO office plan review from the CIO expected soon. Data sharing agreement with local governments under development. Steve M: when will the data sharing be working its way out? Tim H: please put on the agenda for May.

Project Updates
MGISAC potential support of K-12 ESRI License—Shannon White
ESRI is proposing a statewide license for education. Handout. Tim H: there are some administrative pieces to this, moving from level 2 to 3 is dicey. Governor has some workforce training initiatives, need to bring together Gov, DESE, DED. Shannon W: Geographic Alliance has been quiet the last few years, but is excited about this proposal. Motion from David Drum to endorse the proposal and provide committee support through the Outreach and Education subcommittee. Seconded by Leslie Chamberlin. Discussion. Approved by vote.
MGISAC Web hosting—David Drum
MGISAC web site is hosted on an older, standalone system at MSDIS; want to move to same host as GIO web site, which is on the MOREnet enterprise web hosting environment. Discussion. Tabled to May.

Will meet next Tuesday at 1 p.m. at National Guard Training Facility. LiDAR, NHD discussions. Steve M: MARC is done with its acquisition. Tim H: new RFP for imagery acquisition. New RFP for point-based addressing, looking for people to develop and review.

Strategic Planning—Eric Foster
Steve M: have not heard from Eric in several weeks. Need to assemble available documents and reformulate subcommittee. Discussion.
Missouri GIS Conference—Tony Spicci
We have not signed a contract with Custom Meeting Planners. Jamie presented one to MGISAC in July. That needs to be signed before we ask her to renegotiate our contract with Tan-Tar-A. Steve M: who signs this contract? Tim H: I signed the hotel contract. I think this is someone from the committee—the Treasurer, the Chair—needs to sign. Tony S: any time you renegotiate, they want to preserve revenue and want something in return. David D: there was no motion from July, when Jamie provided a proposal for conference services, to December of 2009. Tony gave an update on MAGIC Symposium registrations; it will be neither a boom nor a bust. Steve read the financial terms of the contract with CMP. Motion from Ray F to sign the contract with CMP as presented by Jamie last July, seconded by Arnold W. Discussion. Approved by vote. Steve will sign the contract with CMP. Discussion about whether or not to renegotiate hotel contract with Tan-Tar-A. Tony will ask Jamie to renegotiate the contract to shave off Wednesday. Discussion.
Liaison Reports
GIT Architecture (MAEA)—Tim Haithcoat
Architecture Review committee met last Tuesday for the first time in a year. Are going to review all architecture documents.
Policy & Legislation—
Steve M: no chair. Gossip about changing the Sunshine law with regard to mapping. No concrete information. Joe C: SB621 and HB1830 are moving along.
MSDIS Activites—Mark Duewell
Third quarter and fiscal reports are on the web site. Some negative balances due to funding delays that are expected. All equipment will be covered under maintenance shortly. MSDIS has turned back MAGIC Symposium booth, which MAGIC was able to resell. Missouri GIS Data Inventory proposal was funded at $3,200. Two metadata classes in the metro areas and student metadata record work. Looking at a Partnership mode for data clearinghouse with Washington University. Will begin a review of MSDIS after the Symposium. Ray F: Missouri GIS Data Inventory proposal funding still has several hoops to go through. Third iteration of structures data.
MAGIC Consortium—Tony Spicci
Believe this is one of our strongest programs ever. Exhibit space completely sold out. This is a good time to get involved with MAGIC.

Matt H: still need to get the word out about Census 2010. Missouri is lagging behind Minnesota, which are both within less than one-tenth of one percent of retaining or losing a Congressional district.
Leslie C: Camden Co has finally stepped into the data-sharing world.
Tim H: State geography bee tomorrow in Moberly.
David D: does anyone have the Census 2000 block layer for Missouri in TransCAD?
Dave B: Missouri will be flown in next year's NAIP.
