Call to Order

Meeting was called to order at 9:10am by Ray Fox, Vice Chair. Steve Marsh, Chair, arrived a few minutes later and took over leading the meeting.

Nominations for officer positions need to be submitted to an existing officer or member of the membership committee by the end of July. We will vote at the August meeting.

Project Updates

Shannon W. attended an ESRI Educators Institute and the K-12 Site license was part of the conversion.

Subcommittee Reports

Data Development—Ray Fox

A LiDAR Stakeholders Meeting was held June 18 in St. Louis. Meeting minutes and other information are available under the Data Development page of this web site. A partnership group focused on acquiring LiDAR for the Meramec Basin area will meet to work out details.

The Little Rock Corps of Engineers is acquiring LiDAR data in the Table Rock Lake area. They are willing to consider partnerships.

Finance—Liz Cook

Current balance is $24,945.26. Expenses deducted this month included Regional GIS meeting refreshments and to Custom Meeting Planners for Mo GIS Conference planning.

Funding & Grants—Mark Duewell

No Report.

Homeland Security/Emergency Management—Debbie Briedwell

National Grid training is coming up July 8 and 9. July 8 is full at 40, but a couple slots are available for Friday. The next Homeland Security meeting is July 13.

Local Government Group—Mark Allen

No report.

Outreach & Education—Mark Duewell

Shannon W. reported that the SE regional GIS Symposium went well.

Strategic Planning—Eric Foster

Eric F. reported that a recent teleconference meeting had failed to materialize. Our last approved Strategic Plan was in 2003 and updates were made but never approved in 2007, so strategic planning is a great need. Eric plans for regular teleconference meetings on the Thursday prior to MGISAC meetings, meaning the next one is Aug. 5 at 9am. One of the first agenda items will be to set target completion dates. The committee has been fleshed out to include Shannon W., Jeff S, Tim H., Steve M. and Eric F. Forward any strategic ideas to the committee.

Missouri GIS Conference—Tony Spicci

Tony S. and Jamie S. presented a proposed scaled down budget for the Missouri GIS 2011 Conference. The objective is to reduce registration, workshop and exhibitor fees to possibly allow more to attend in a harsh economic environment. Liz C. motioned to accept Option 5 of the budget and Shannon W. seconded. It passed by vote. Jeff S. moved and Colin D. seconded to have electronic only versions of the Save the Date card, exhibitor and registration brochures. It passed. Liz C. moved and Jeff S. seconded not to reduce Custom Meeting Planners staff at the registration booth. It passed. The budget, as approved and modified, with conservative attendance numbers should result in a break even situation for sponsoring the conference.

The Conference theme was discussed. Colin D. moved we choose GIS: Doing More with More More Collaboration More Coordination More Communication as the conference theme. Jeff S. seconded. Vote passed.

Conference committee chairs are determined. The Save the Date electronic notice will go out about August 1 with a call for presentations and the on-line registration should also be available in the same timeframe.

Policy & Legislation—Tony Spicci

Tony is not chairing this area any more. A suggestion was made to have an archive on the web page of issues such as data sharing legal activities that come via the listserve.

MSDIS Activites—Mark Duewell

MAGIC Consortium—Tony Spicci

New board members are now in charge. Missouri is represented by Amber McReynolds, Steve Marsh and Ryan Lancloss. Tony S. will be involved but not as a board member.

Cooperating Agency/Organization Reports

Federal/NRCS—Liz Cook

NRCS hopes to be contributing toward the FEMA-MoDNR-USGS partnership for LiDAR data in the Meramec basin.

Federal/USGS—Ray Fox

Ray presented a new USGS fact sheet on topography.

Missouri Association of Councils of Government

Missouri Resource Assessment Partnership—Diane True

Missouri Mappers Association—Steve Marsh

Conference is last week of July. GIS certification will be a topic. The Department of Labor now officially recognizes GIS as a proficiency area.

Missouri Society of Professional Surveyors—Joe Clayton

National States Geographic Information Council—Tim Haithcoat

Tony S. reported that the conference is in September and a COGO meeting will be held during the ESRI conference.

Round Table Discussion—all

Andy W. expressed a desire to have a state contract for aerial imagery and related activities such as LiDAR acquisition and topography generation. It should resemble an IDIQ by pre-qualifying firms to which tasks can be issued.
