<p><strong>3. Approval of Minutes</strong><br />
<a href="http://mgisac.org/2012/04/12/mgisac-minutes-1204/">April minutes</a> available on the web site. Motion to approve from Chamberlin, multiple seconds, approved by vote.<br />
<strong>4. MGISAC Administration</strong><br />
<strong>4.1 Missouri OGI Report</strong> &mdash; Paul Wright</p>
<ul>
<li>We reviewed the Local Govt Committee&#8217;s input for the aerial imagery/LiDAR RFP and have made those adjustments. On 5/9/12 we forwarded the updated RFP back for their final review. Next steps would be to have the Data Committee review and have OA Purchasing update the other RFP sections.</li>
<li>The Geocoding project is looking at the solution used by DHSS. It has been upgraded to handle batch files more efficiently. We will be investigating a way to have it available to web based apps for individual addresses as well. It uses Pitney-Bowes on the back-end.</li>
<li>The memorandum of understanding (MOU) with MSDIS is complete. We are determining who will sign for the State.</li>
<li>The new OGI server is ready for deployment. We have begun loading it with consolidated data that we have identified within OGI as part of the enterprise architecture review.</li>
<li>Continuing to help Matt Hesser identify data files and clean-up those no longer needed. Matt is forwarding map requests to us since he no longer has GIS staff at the Redistricting Office.</li>

<div>Dear NSGIC Member:</p>
<p>Each year NSGIC calls for your recommendations in updating our Advocacy Agenda.  This year is slightly different.  We still want your comments on the Advocacy Agenda, but we also want to hear your ideas about what NSGIC can do for its own members at home. This is a joint call for recommendations from your Outreach and Membership Committees.<br />
The Advocacy Agenda focuses on initiatives we push others to do, especially the federal government.  The current agenda has two major initiatives; data (addresses, transportation, imagery) and NSDI governance.  Do you believe they are still important?  What would you change?  What new opportunities do you want us to pursue?</p>
<p>Members also desire in-reach services; things that will help us to succeed in building strong State Spatial Data Infrastructures (SSDI) and to support our members.  These may be related to policy (e.g. our recent work on Data Sharing), or they may be related to technology (e.g., our Broadband work).</p>
<p>What new issues or ideas do you believe NSGIC should pursue in the next year?  Put your ideas in a single paragraph of 150 words or so.  We will organize them, look for common issues and push them to the Board of Directors for their review.  The ultimate decision on the Advocacy Agenda is made by the voting members at the Business Meeting at the annual conference in September.</p>
<p>Please send your ideas to the Outreach or Membership committee chairs by May 15.  Copy Kathy DeMarco ( Kathy@stringfellowgroup.net ), at NSGIC headquarters.  Thanks for your input.</p>

<p><strong>4.2 MSDIS report</strong> &mdash; Mark Duewell</p>
<ol>
<li>The &#8220;Archival&#8221; server is configured.  We are beginning to archive some data sets on this server.</li>
<li>Although 37 new Springfield/Greene County datasets went up on the portal and also into the Download Tool we&#8217;re waiting on a review &#8220;Go Ahead&#8221; by Springfield to officially announce this data&#8217;s availability via tweet and MSDIS News. Their LiDAR data also went up on the partnership node at Washington University.  Next will be their imagery and then the US Army Corps of Engineer lake data sets.   We are in discussions with several other LGovs who&#8217;re interested in sharing either data or services.</li>
<li>It took two relatively short outages but MSDISWeb-TC has finally completed the ghosting of its server software from MSDISWeb-NN (currently the primary MSDIS site).  There are still some issues to be overcome primarily to do with the changes in domain name references for SQL Server etc.
<p>We still plan on a full dress rehearsal outage to test the server&#8217;s ability to come up as the primary in the event of a catastrophic failure.   Eventually &mdash; after testing &mdash; the TC node will become the new primary site.</li>
<li>The new ISO 19115-1 standard metadata training webinars &mdash; presented by NOAA &mdash; continue &mdash; Mark attends.</li>
<li>MSDIS will be presenting geoportal functionality at the next SEMO Symposium on June 20th. Planning continues apace for this event.</li>
<li>MSDIS will be meeting monthly with DOIT and A&#038;S technical staff to aide in network planning for MSDIS.</li>
<li>MSDIS staff members presented 4 presentations and one &#8220;Ignite&#8221; talk at the MAGIC Symposium in April.</li>

LiDAR stakeholders meeting May 14 at new Conservation building in Columbia. EWGW imagery in aerial triangulation phase. MARC pilot county being processed. Samples on web site for review and acceptance. Some budding out from redbuds and pear trees. NGA comment was that some leaf out was typical nationwide. MO Grand project delivery 2 of 4 including St. Louis county released. Three of four some time in July. SEMA-only areas sample data out for review. MDC Osage area postponed to next spring. Dunklin county has been received from SEMA. Blue Springs flood mapping project. Have LiDAR for all of Meramec for similar project for EWGW. Cook notes that around $400,000 is available for projects, come to the meeting and propose one.<br />
<strong>6.2 Homeland Security</strong> &mdash; Debbie Briedwell<br />
Bringing new staff up to speed. Presented SEMA response to Joplin at MAGIC Symposium. Working with Esri on a beta product for organizations.<br />

White: GeoTech camp for 12-15 year-olds registration deadline is June 1. Rep. Clay signed on to the Teaching Geography is Fundamental act. Sen. McCaskill wants more letters of support before signing on. Blunt, Cleaver, Carnahan all co-sponsors. Spicci asked if there was any effort to add Geography to STEM (Science, Technology, Engineering, Math). White answered that it is being addressed as part of the Road Map project. Statewide Esri licensing still pending at UM Legal and Sponsored Programs. Duewell: SEMO workshop on June 20. Ramping up a team for the new LiDAR workshop at Wash U in early- to mid-August.<br />

Conference went well. Many comments on the side about how it is the best conference around for the cost. Content highly valued. Officer elections taking place this month. Nominations close at the close of this week.<br />
<strong>7.2 National States Geographic Information Council</strong> &mdash; Paul Wright</p>
<ul>
<li>Survey from ND about the merits and benefits of having an Esri Enterprise License Agreement (ELA).  They want to get a snapshot of what states are or aren’t doing with an Esri ELA.</li>
<li>Forwarded grant opportunities list that was assembled by NOAA.</li>
<li>The FGDC has added project descriptions to the list of approved CAP projects.  The information is located at http://www.fgdc.gov/grants/2012CAP/2012CAPlist.</li>
<li>A second Call for Content for the NSGIC Annual Conference was sent out late April.  The NSGIC is accepting submissions under the following categories:

<li>Smolder Presentation &#8211; 10 minutes long and should contain no more than 20 slides with very simple content.</li>
<li>Traditional Presentation &#8211; Traditional Sessions can be 30, 45, 60 or 90 minutes long and will be grouped in 60 or 90 minute blocks.</li>
<li>Panel Session &#8211; Panel Sessions can be 45, 60 or 90 minutes long; this time would include all presentations and a question/answer session.</li>
</ul>
<li>From Indiana: for public distribution of LiDAR and Hydro-flattened DEM data products the Indiana Geographic Information Council (IGIC) is using the OpenTopography Server and hosting services at the University of California, San Diego (UCSD). <p><strong>3. Approval of Minutes</strong><br />

<strong>4. MGISAC Administration</strong><br />
<strong>4.1 Missouri OGI Report</strong> &mdash; Paul Wright</p>
<ul>
<li>The discussion on the Master Address File has been put on hold. Matt Hesser contacted OGI about a survey that the Federal-State Cooperative for Population Estimates (FSCPE) was developing. He is Missouri&apos;s representative on the co-op.  The survey is just in a draft form but deals directly with master addressing files. We want to understand more about what this co-op is looking at before we commit resources to an internal project.</li>
<li>The aerial imagery/LiDAR RFP has been sent to the Local Government Committee for review and comment. The Data Development Committee will receive a copy for review/comment once we have incorporated changes and have more boilerplate attached.</li>
<li>The RFI&apos;s for Geocoding were reviewed and determined the costs are too high. We will be looking at internal solutions and requesting a copy of the geocoding solution that Kansas uses (called GEORGE). We might be able to utilize this as one option. We are also checking to see if can utilize an older geocoding solution being used at DHSS based on Pitney-Bowes. Process is slow for batches but we might be able to make modifications to speed it up. We will be looking closer at both options.</li>
<li>A memorandum of understanding (MOU) with MSDIS is being reviewed by ITSD Legal. The MOU will include metrics and a feedback loop. We hope to have this completed by mid-April.</li>
<li>The new OGI server is being loaded with software and should be ready for deployment in the next few weeks (production and development). The initial apps will be Redistricting and Stimulus. We have spoken to another state agency about using the server for the GIS services for an application they are building. We would also use this server to deploy enterprise wide apps like a geocoding solution.</li>
</ul>
<p><strong>4.2 MSDIS report</strong> &mdash; Mark Duewell</p>
<ol>
<li>Martin is configuring one of our replaced servers as an &ldquo;Archival&rdquo; server.  This will enable us to archive some imagery and other files and still have ready access to those files for quick retrieval.</li>
<li>All naming conventions are normalized for data currently in the geoportal.  This goes across the board.  For the first time ever at MSDIS file titles, metadata titles and for the most part keywords have been normalized.  We are starting to address the search issue with additional keywords as we move through the data sets.  This has significantly improved search results we believe.</li>
<li>
<p>I am awaiting notification (University IT are loading the final patches to the system server software) on  MSDISWeb-TC.  There is then the loading of the ESRI (ArcGIS, Geoportal and SDE) and SQL software (see IMPORTANT Note below). This will eventually make the TC server identical to MSDISWeb-NN.  This would mean we&apos;d finally have fully normalized web sites that can support our users in any event where the primary site goes down.  When complete a test will be conducted of the fail-over capabilities that will result (we hope) in continued user functionality during a failure event&mdash;and the bringing up of the TC node as the new primary site.</p>
<p>IMPORTANT NOTE:  To that end&mdash;MSDISWeb will be DOWN for a short duration on Wednesday morning (April 18th) to ghost portions of the operating system and applications (NOT the data files&mdash;these will be moved separately and do not require downtime).  We would have picked another offline time but the A&#038;S people assisting with this are the ones choosing the time.  Estimated downtime is 30 minutes to an hour).  Messages will go out via the list server&mdash;MSDISNews&mdash;the day before&mdash;an hour before&mdash;and immediately the server comes back up.</p>
<p>If this downtime will cause important issues for our users please contact us!</p>

<p>Mark continues to attend a series of webinars on the new ISO 19115-1 standard presented by NOAA&mdash;this is based on his participation in the FGDC Metadata Working Group:</p>

<p>ISO 19115-1, Geographic Information &#8211; Metadata&mdash;Part 1: Fundamentals, has reached Draft International Status (DIS). The standard is considered stable at this point and the INCITS L1 committee is calling for comments and member organization positions as to whether the standard should become finalized.</p>
</li>
<li>Significant changes continue on the portal as Springfield&apos;s data goes up (30 data sets added this week&mdash;more to come)&mdash;thanks to Mike Fonner and team.  Also we&apos;re looking at posting data sets provided by the Corps of Engineers (the lakes)&mdash;thanks to Tricia Tannehill and team.</li>
<li>MSDIS will be presenting geoportal functionality at the next SEMO Symposium on June 20th.</li>

Cook explained that she has worked to make committees the meat of the council. This is due to our history of having drawn-out conversations in council meetings that are committee topics. If you are not participating in a committee then you are not really participating in the council. Mention of requiring committee participation. Discussion about how to bring new people into committees.<br />

<strong>4. MGISAC Administration</strong><br />
<strong>4.1 Missouri OGI Report</strong> &mdash; Paul Wright</p>
<ul>
<li>ITSD/GIS staff met on 2/27/12 to begin discussions on the next phase of the GIS architecture based on the ESRI review. The first task will be identifying data layers that we can begin to centralize. Other items to look at for centralizing are the GIS servers and GIS software (within consolidated agencies). These will be taken up at future meetings.</li>
<li>The aerial imagery RFP has been assigned to Arnold Williams and Tracy Schloss. I spoke with OA Purchasing about revamping the RFP to streamline it and not utilize categories as first proposed.</li>
<li>The Data Portal (Socrata) is tentatively scheduled for production release in mid-March. We are continuing discussions with various organizations about data that will be initially made available through this site.</li>
<li>We have completed an initial review of the three responses to the Geocoding RFI. A meeting is being set with those groups that have used geocoding services in the past to make comment on the responses and to help develop the next steps.</li>
<li>ITSD/GIS has been busy the last few weeks in support roles, continuing the support of the redistricting efforts and more recent with supporting efforts related to the Branson area tornado.</li>
<li>Tim Haithcoat contacted us about a Master Address File project. There might be some funding available via Broadband to create a framework. We are taking a look at that opportunity to see if it is one that ITSD/GIS could take on.</li>
</ul>
<p><strong>4.2 MSDIS report</strong> &mdash; Mark Duewell</p>
<ol>

<p>MSDIS File Geo-Database is now online &#8211; 109 of the latest datasets available with the new download functionality that emails a URL to the zipped data set vs. emailing the actual zipped data set.</p>
<p>Thanks to Arnold Williams at OGI and Dan Haag at ESRI for their help with the script.</p>
<p>This replaces the 33 dated (newest was 2006) datasets in SDE &#8211; which has now been retired &#8211; those systems will be ghosted with the new geoportal to create a mirrored backup of the MSDIS site, portal etc&#8230; at a location across campus.  In the event of failure of the North Node site the Telecom site will automatically come up.  This will be &#8211; in theory &#8211; transparent to the users and needs to be tested.</p>
</li>
<li>We&#8217;re now going back through the data sets to ensure naming conventions are normalized &#8211; this will take some time but is essential to streamline administration.  We will be adding additional data sets as time allows but our primary focus will be establishing the backup node.</li>
<li>NSGIC has received some funding to enhance the GIS Inventory application with functionality that is planned to enable state clearinghouses to finally load their massed metadata records.  This is a significant development .  MSDIS, like many other state clearinghouses, always wanted to participate in the effort but the lack of this capability made the staff time prohibitive.  MSDIS will follow this effort closely hoping to utilize the new application to further the data inventory goals of Missouri.</li>

<li>After a great deal of discussion among its Board members, NSGIC has joined as Amicus Curiae in a Brief to be submitted to the Supreme Court of the State of California. The Brief supports the appeal of a Superior Court decision that we believe mischaracterizes geospatial data as &ldquo;software,&rdquo; thus allowing Orange County to charge very high data access fees under the California Public Records Act. NSGIC takes this position in support of its vision of open data sharing.</li>
<li>September 9-13, 2012 is the NSGIC Annual Conference in Lake Buena Vista, Florida.</li>

<strong>4. MGISAC Administration</strong><br />
<strong>4.1 Missouri OGI Report</strong> – Paul Wright</p>
<ul>
<li>Architecture review draft from ESRI was received and reviewed. There were some corrections made and those were forwarded back to ESRI. We should receive a final report in the next few weeks.</li>
<li>The Redistricting Office will be maintained for a longer period due to further changes required. The current viewers will be left in place until the effort is completed. Kirk Webb is leaving the office and they are seeking a temporary replacement. OGI continues to assist the Office as needed.</li>
<li>We are reviewing various examples of RFPs in order to develop our own aerial imagery RFP.  A number of sources have provided examples which have been very helpful (thanks to all who have provided examples!!). We hope to begin working with OA Purchasing in the next couple of weeks to begin developing the document.</li>
<li>The Missouri data portal (data.mo.gov) is being populated. Socrata has a mock-up of the site. Datasets are being secured for a first release. No specific date of release has been determined.</li>
<li>The RFI for an enterprise wide geo-coding solution is being distributed to vendors with a 3 week return deadline (Feb 21, 2012).</li>
<li>Spoke with Shannon about the next steps on the ESRI Education Program. She is researching some white papers that might directly provide the information that DESE is requesting. This relates to this programs relationship with STEM, etc.</li>
<li>Esri State Master contract has been signed.</li>
</ul>
<p><strong>4.2 MSDIS report</strong> – Mark Duewell<br />
MSDIS Q2 Report distributed yesterday, also going on the MSDIS web site. Highlights of report noted.<br />
<strong>4.3 Treasurer’s report</strong> – Leslie Chamberlin<br />
Official report not available. Unofficial balance is $24,504.99.<br />
<strong>4.4 Membership report</strong> – Tony Spicci<br />
No report aside from by-laws changes.<br />
<strong>4.5 By-laws</strong> – Liz Cook<br />
Proposed changes distributed with agenda, but not within ten-day window required for a vote. Concerns expressed regarding excused absence and the designation, or lack, of a proxy. Discussion. Cook will resend notice of proposed changes and a vote will be held next month.<br />
<strong>5. Project Update/Action Items</strong><br />
<strong>5.1 Web Site</strong> — Jason Warzinik<br />
Wright: web site is located at the State Data Center, administered by OGI, with ITSD security monitoring. Request from last month to move web site and/or domain went through channels and was declined. Warzinik described administrative functions that he needs but no longer has access to. Discussion about handling the technical aftermath. Discussion about how this all began. Sentiment fairly negative regarding the State&#8217;s handling of the situation. Discussion about where to go from here. Cook summarizes: we accept the current situation with the web site; we are at a watershed with strategic planning, and need everyone&#8217;s input; unsure yet if expressing displeasure with sequence of events is needed or worthwhile. Motion from Drum, seconded by Marsh, to redirect money approved last month for production site to instead host a preproduction site. Approved by vote. Motion from Marsh, seconded by Chamberlin, to draft a letter to the OGI expressing frustration with the way the situation was handled. Gerike asked how state members would have to respond to this motion. Discussion. Motion approved by vote with several state representatives abstaining.<br />
<strong>5.2 March Meeting</strong> — Liz Cook<br />
Request for a presentation in March on redistricting lessons learned has been declined, probably in light of current events regarding redistricting. Call for topics. Discussion about why redistricting could not be discussed. Discussion about whether to move local government discussion back to March. Discussion about request from Nevada, MO CIO regarding local government survey. Local government confirmed for June. Discussion topic for March will be a review of the draft survey.<br />
<strong>5.3 Letter of Support</strong> — Liz Cook<br />
MSDIS Structures Project proposal to USGS. Motion from Balsman, seconded by Spicci, to provide a letter of support to MSDIS. Approved by vote.<br />

The Data Sharing Work Group published <a href="http://nsgic.org/public_resources/NSGIC_Data_Sharing_Guidelines_120211_Final.pdf">Guidelines on accessing and sharing geospatial data</a>. The Guidelines include a discussion of the &#8216;Myths&#8217; associated with the distribution of geospatial data and they help set the tone for NSGIC&#8217;s involvement in any future activities related to data sharing. The Work Group plans to assemble a library of reference documents on this site to assist anyone interested in the sharing of geospatial data.<br />
The Next Generation 9-1-1 Work Group published a &#8216;Top Ten&#8217; list of actions that each state coordinator can take to help them better understand and assist the 9-1-1 Community in their state. <strong>4. MGISAC Administration</strong><br />
<strong>4.1 Missouri OGI Report</strong> – Paul Wright</p>
<ul>
<li>Architecture review draft from ESRI should be ready for review on Monday, January 9, 2012.</li>
<li>Met with Redistricting Office and began to develop new viewers and modify underlying data to make mapping more efficient. We were requested by the Redistricting Office not to make any changes until after mid-January.</li>
<li>Met with Tony Spicci to discuss LiDAR and the imagery RFP. We discussed some of the overarching technical complications (slow speeds, etc) that Conservation has had and what we can do to assist in resolving those issues in the future. Tony provided us with some information on an RFP from New Jersey related to GIS services. This is close to what we might want to provide for Missouri by adding the aerial imagery service. OGI will discuss this more in early January.</li>
<li>Identifying data set categories to be set-up initially in SOCRATA. Information related to contacts, etc has been completed and returned to SOCRATA.</li>
<li>Developed an RFI to get feedback on costs for providing an enterprise wide geo-coding solution. A draft of the RFI was sent to ITSD/Finance for review.</li>
<li>The next quarterly State Agency GIS (SAG) meeting will be held on Thursday, January 19 in room 500 Truman Bldg from 1-2PM. Debbie Briedwell will give a presentation on this last summer’s work on the flooding and Joplin tornado.</li>
<li>Met with Shannon White, DESE, eMints and MOREnet to continue discussions on the ESRI education program. DESE requested that we provide some white papers that show how GIS fits and supports the common core courses, STEM and the job outlook. They are generally supportive but have concerns over man-power and future monetary outlays.</li>
<li>OGI has developed a tri-fold of information that will be provided to Customer Service Managers (CSMs) and others to give them information on the office and the services we can provide. OGI will begin to meet with CSMs in later January and early February.</li>
</ul>
<p><strong>4.2 MSDIS report</strong> – Mark Duewell</p>
<ul>
<li>MSDIS Retreat (January 10, 2012) – attended at various times by from 7 to 9 MSDIS &#038; GRC staff members.  Staff who attended the morning geoportal issues and procedures session were; Tim Haithcoat Martin Wills, Wenbo Song, Chris Stephens, Shannon White and Mark Duewell.  Staff members attending the afternoon planning session also included Charly Clendenning, Daniel Schmidt and Tom Vaughn.  In the morning current portal issues were discussed, progress updates given and future directions given. The afternoon session covered technical server discussions, planning to research virtualization again this year or purchasing new server hardware/software – drive storage space &#8211; social media as relating to MSDIS – annual ESRI Licensing and statistical reporting.</li>
<li>The legacy site was removed from the new web site page – parts of the hardware and software are being dismantles preparatory to building the new failover servers to back up the current MSDIS GeoPortal/Imagery Servers on the public side.</li>
<li>More kinks in the metadata importing process resulted in new contacts with ESRI portal team – however all data with issues and waiting for linking are now in the portal.</li>
<li>Much planning and discussion is going into the move that will eventually shut down our SDE &#8211; making the MSDISData server available for the failover solution and (hopefully – according to ESRI) improve our GeoPortal when we move to the new file geodatabase for cut, clip, zip and ship. A test file geodatabase has been built and populated by files from the currently utilized SDE over the New Year holiday.  The FGDB will be updated to reflect current datasets and then tested one of these upcoming weekend evenings.</li>
<li>In addition – Arnold Williams is reviewing the Python code for cut, clip and zip tool – looking to stop the automatic emailing of the zipped files and instead ship a web link the individual can utilize to download the data via FTP.</li>
<li>Structures data from the various FGDC/USGS sponsored projects will be going into the new geoportal in the very near future – some of it is there now – making them more widely available to the public.</li>
<li>In addition – MSDIS staff are working back through previous “Structures” iterations and redefining the “Building General” into more features such as multi-family dwelling, mobile homes etc…</li>
</ul>
<p><strong>4.3 Treasurer’s report</strong> – Leslie Chamberlin<br />
Ending 24,784.26. Paid two expenses, $1,850 to Custom Meeting Planners, $10.13 for domain. Pending expenses: $279.27 for Lake area sponsorship. MAGIC Symposium sponsorship went on credit card, so has not shown up yet.<br />

Steve Marsh has received his MARC membership letter from the CIO. Discussion about the future of representation from the State Demographer.<br />
<strong>5. Discussion Topics</strong><br />
<strong>5.1 Open Data Survey</strong> — Mark Mitchell, City of Nevada CIO<br />
Was tasked to inventory GIS data. Discovered a lot of missing data. Gave an example of the rural fire protection district. Surveyed other nearby counties and found similar situation. Asking for assistance for MGISAC to formally gather information regarding existence of data and sharing methods. Discussion. Local government committee has agreed to take on this task as part of its work.<br />
<strong>5.2 MGISAC Web Site</strong> — Jason Warzinik<br />
Recap of web site takeover by OA. Discussion about pros/cons of web hosting in different locations. Motion from White to grant the web committee permission to act regarding the domain and web site in the best interests with spending authority up to $300 annually, seconded by Chamberlin, approved by vote.<br />
<strong>6. Project Update/Action Items</strong><br />
<strong>6.1 Cadastral Mapping Standards Meeting</strong> — GIS Subcommittee Representatives<br />
Warzinik: heated meeting, several new attendees in person and on phone. Working draft had reintroduced a lot of controversial language. Third draft is much cleaner, Darrel probably hopes to have it accepted. Clayton: would be surprised if it is accepted today.<br />
<strong>6.2 2013 Missouri GIS Conference</strong><br />
Cook: Have a copy of the signed hotel agreement. February 18-21, 2013. Site visit planned. Mark Duewell: much as MAGIC is doing in April, think recognizing vendors who support MOGIS would be a good idea.<br />
<strong>6.3 Selection of Topic for March Meeting</strong> — Liz Cook<br />
Discussion about local government presentation. Moved to June. Will request a redistricting presentation in March. Motion from Marsh, seconded by Warzinik, to allocate up to $300 to the Local Government committee for survey mailing costs. Approved by vote.<br />

<li>Current Activities/Accomplishments
<ul>
<li>As of 12/1 Arnold Williams stepped in as the OGI Supervisor.</li>
<li>Architecture review interviews were completed Thursday (12/1). This review includes representatives from the consolidated and non-consolidated agencies. We should have a report by early January.</li>
<li>OGI will be setting a meeting with Customer Service Managers (CSM) to give them information on the office and services we can provide. I have established a liaison to work with CSMs in identifying and securing OGI services as needed.</li>
<li>Provided support to the Redistricting Office on their release of the latest boundaries. There were some server problems on the date of release but we were able to help get the server up. OGI will be overseeing the server and doing some planning on its current and future use.</li>
<li>Will be meeting with Tony on 12/13/11 to discuss LiDAR.</li>
<li>Working with the web group to provide a data portal similar to the federal data portal (Data.gov). Met with MSDIS on 12/7 to discuss planning.</li>
<li>Was to have met on Dec 6 with Matt Hesser to discuss data sharing. Matt requested we delay meeting as they are tied-up with redistricting activities. Trying to reschedule.</li>
<li>The first quarterly State Agency GIS (SAG) meeting was held on Thursday, October 20. Had 29 attendees from 7 different agencies. Interest from two agencies for collaborative effort on projects. We will be having another meeting tentatively set for January 19, 2012. We also received interest from the Division of Tourism related to centralization of GIS data for their VisitMO web site.</li>
<li>Met with Shannon White and eMINTS to continue discussions on the ESRI education program. We will be setting a meeting with eMINTS, MOREnet and DESE to further discuss a memo of understanding (MOU) in order to move forward.</li>
<li>Reviewing questionnaire for the Geographic Support System (GSS; Census) initiative (Support of 2020 census &#8211; Improved address coverage; Continual spatial feature updates; Enhanced quality assessment and measurement).</li>
<li>Reviewing State of Utah Bid WSCA Cloud Hosting Services; multi-state GIS cloud services RFP.</li>
</ul>

<p><strong>5.2 MSDIS report</strong>  Mark Duewell</p>
<ul>
<li>Efforts to populate geoportal services are showing some fruit &#8211; some web mapping services, documents and other services are now available.</li>
<li>A document that will assist partners in their submission of metadata to the new geoportal is now available on the site.</li>
<li>Other minor changes to the User Interface have been completed, for example, on the browse page website has been changed to &#8220;download&#8221;.</li>
<li>Waiting on the OGI for a determination on whether to proceed with engaging ESRI under contract to address the data download FTP/Email issue &#8211; Arnold Williams (OGI) has graciously agreed to look at the Python code.</li>
<li>Final Structures Project data review is ongoing at the Mid-Missouri RPC.  Final report to be drafted &#8211; hopefully next week.</li>
</ul>
<p><strong>5.3 Treasurers report</strong>  Leslie Chamberlin<br />
Our ending balance is the same as last month:  $26,644.39<br />

Addison: Andy Wagner and I met and are on-board with co-chairing and developing the program. For both of us the priority seems to point towards having Jamie (or whoever pleases the Council) lock dates in ASAP. He and I plan to start meeting more regularly after the new year.<br />
Motion from Marsh, seconded by Warzinik, to accept the contract from Custom Meeting Planners for conference planning for the Missouri GIS Conference in 2013.<br />
<strong>6.4 Selection of Topic for February Meeting</strong>  Liz Cook<br />
Call for topics for presentation at February or March meeting. Fox can show the new Missouri US Topo. Cook can show the USDA data gateway and image server. Socrata, MSDIS, data sharing suggested as other topics. Data sharing selected as the March topic. Discussion about changing the format of the meeting. Possibility of all-day quarterly.<br />
<strong>7. Round table Discussion</strong><br />
Aaron Addison: I did have a couple of ideas on format change for the meetings. I would like to see the group meet for an entire day every 4th month (3x annually). The idea here is that we could actually break out in to groups and work on an issue more in depth. Perhaps have an in depth speaker or facilitator. I would even be in favor of MGISAC paying for lunch on those days if need be. Having lots of dollars in our bank account is not moving GIS forward for MO. Time to quit fretting over them.<br />
Mark Duewell: The Brandon Recplex has been reserved for a date in April for the perspective LiDAR workshop &#8211; a doodle will be set up to determine a date and time to discuss agenda and arrangements with the usual workgroup team consisting of regional locals and MGISAC/MOMAPPERS members. Also a doodle will go out in the near future to discuss the other workshop that Aaron Addison (Washington University) would like to host this in early August.<br />
Debbie Briedwell: No Homeland Security report for this month.  Our next meeting will be next Tuesday, December 13th from 10 a.m. &#8211; 12 p.m. at SEMA in the Governor&#8217;s Conference Room.<br />

<strong>4. MGISAC Administration</strong><br />
<strong>4.1 Missouri OGI Report</strong>  Paul Wright</p>

<li>Current Activities/Accomplishments
<ul>
<li>We have filled our GIS Specialist position. As of 11/16 Arnold Williams will become a member of the OGI staff.</li>
<li>Met with 3 interns (2 from MU and 1 from UCM) to do some tasks on geospatial coding. We will be looking at how data is provided to them and how data will be returned. We will also be tracking time spent and a periodic report of progress.</li>
<li>We have requested a proclamation from the Governor for GIS Day which is November 16.</li>
<li>Working with DNR, ITSD/DNR to provide GIS services for SSO/Bypass and ePermitting projects. We are looking at how we can utilize ESRI templates for both projects. We might use some EAP credits for ESRI assistance with implementing those services.</li>
<li>Working with the Web Development group to revamp the Map Community Interest area of the mo.gov page. Looking at a product (Socrata) used by the federal government and other states to provide this functionality. Targeting 11/31/11 to have in production.</li>
<li>From the general survey the top items requested were training and data sharing. We will be:

<li>Contacting those who submitted the surveys to get more details of the type of training needed; see if we can provide assistance.</li>
<li>Contacted Matt Hesser to set-up a meeting with the Budget Director to discuss data sharing and the sunshine law.  Meeting scheduled for 12/6/11.</li>

<li>Research and develop geo-coding solutions within state governmental orgs. Getting more and more requests to provide assistance in the area of geo-coding.</li>
<li>Continuing to research and develop procedures and best practices for OGI.</li>

<li>Coordination Activities

<li>New quarterly SAG meeting was held Thursday, October 20. We had 29 attendees. A few surveys were returned and we did get contacted to review a possible project with SOS related to their election systems.</li>
<li>Met with the MGISAC strategic planning committee to discuss strategies and goals. Also discussed by-law changes.</li>
<li>Working with the Missouri Geography Alliance (MGA) to develop their strategic plan. Through the MGA we can help promote geography and GIS throughout the state.</li>

Mid-Missouri Structures Project continuing to be reviewed before being given to Mid-Missouri RPC. Still exploring options on the Cut-Clip-Zip-Ship script. The Imagery Development server is up and permissions are being determined and granted. Martin is reviewing server statistics applications. Wenbo is working on a request from Boeing regarding his conflation tool.<br />
<strong>4.3 Treasurers report</strong>  Leslie Chamberlin<br />
Current balance is unchanged at $26,644.39. Expecting two expenditures this month, $279.27 for Lake Area regional workshop, $10.13 for Internet domain renewal. Discussion about why domain was not renewed for three years as expected.<br />

White: changes were divided up by topic; two of three changes submitted within window for qualification. Overview of changes. Motion from Jeff Schloss, seconded by Spicci, to accept the changes submitted by White. &#8230; writing out USGS, that the Ex-Officios report at the monthly meeting, and that the CIO has nomination authority. Considering another LiDAR workshop at Washington University in St. Louis in late summer. White: promoting Speak Up for Geography for Geography Awareness Week. GIS Day is next Wednesday. <li>Beginning interviews for the GIS Specialist position. Should have results third week of October.</li>
<li>Communications Plan approved. Prioritized items. Detailing tasks and setting up for capturing associated metrics.</li>
<li>OGI metrics: OHD, web analytics, survey, social media (future)</li>
<li>Reviewed the Map Community Interest area of mo.gov with ITSD web group. Ensure we have accurate data.</li>
<li>Developing a &#8216;maps of interest&#8217; site for maps developed by K-20, other. Use as a draw to the site. If you have suggestions of what we might display there, let us know.</li>
<li>Enterprise Architecture Review &#8211; gathering survey information back from state departments which will help to determine where we need to be. ESRI will provides a few days of face-to-face meetings with other selected state entities to get details from those who might not utilize GIS services at this point. They will then develop a plan of what our architecture should be in order to support current and future demands. This will also help with determining training plans.</li>

<li>First revamped quarterly SAG meeting will be held Oct 20, 1-2PM, Room 400/Truman. It will be an overview of the OGI.</li>
<li>We will conduct a short survey of needs at the SAG meeting</li>
<li>Sent a general GIS survey out to get feedback on GIS activities and needs. Asked for response by COB 10/17.</li>
<li>GIS Day Proclamation: requested a proclamation from the Governor&#8217;s Office in support of GIS Day on Nov 16th.</li>

<p>Haithcoat: State imagery contract is proceeding as quickly as possible; this is a new contract type for the State.<br />

Improvements to LiDAR data visibility on the new web site. In discussions with Wash U about providing FTP access to their set of LiDAR data; changes should be in place over the semester break. New geoportal search engine does not stem keywords (road <> roads); looking into solution. Structures project in Boone county nearly complete. Continuing to look into geoportal data download approaches that do not depend on email. Have decided to leave the ArcIMS server running until it fails. Discussion. Old server will be taken offline at the end of the calendar year. Servers will then become backup of the Geoportal. Haithcoat: Looking into leveraging Facebook and Twitter.<br />

Kevin Kuhlmann is the Sanborn representative. Amber Reynolds is replacing Steve Marsh as the Jackson County representative. The membership committee recommends that MARC be given membership on MGISAC represented by Steve Marsh. Motion from Drum, seconded by Chamberlin, that MARC be recommended for membership on MGISAC represented by Steve Marsh. Discussion about MACOG representation versus MARC membership. <strong>5.1 Ohio LBRS White Paper</strong>  Paul Wright<br />
Background of white paper. Discussion. Sentiments expressed include: starting small; finding out if there is a geographic pattern to the 13 counties in Ohio that did not participate; it all comes back to the Sunshine law; you just have to do something; find a champion. Wright will divide issue into subtopics.<br />
<strong>5.2 Cadastral Mapping Standards Meeting  GIS Subcommittee Representatives</strong><br />
Johnson: current standards need to be redone, recast as guidelines. Existing standards are significantly more involved than other states&#8217; and IAAO.<br />

<strong>4.1 Missouri Geographic Information Officer and OGI Report</strong>  Tim<br />
Haithcoat and Paul Wright</p>

<li>Current Activities/Accomplishments</li>
<ol>
<li>Completed the OGI request process using OHD/JIRA. Guide available on OGI website.</li>
<li>Completed development an OGI staff training plan with ESRI as part of the EAP.</li>
<li>Completed an initial review of the OGI Communications Plan.</li>
<li>Began the Enterprise Architecture Review with ESRI.</li>
<li>Continuing work with DNR in designing their new ePermitting system.</li>
<li>Upgrading DNR to version 10 of ArcGIS Desktop, ArcGIS Servers and databases.</li>
<li>Continuing support for Joplin (permitting, damage assessments, fungal mapping).</li>
<li>Continuing support for Missouri River flooding.</li>
<li>Posted job position for a GIS Specialist.</li>
</ol>
<li>Planned Activities</li>
<ol>
<li>Develop a project plan for the ESRI Education project with DESE.</li>
<li>Establish a kick-off meeting for development of GIS standards. Invited non-consolidated agencies to participate.</li>
<li>Develop internet mapping tool for the Environmental Public Health Tracking.</li>
<li>Begin work on Preparedness Migration Services Project with Missouri National Guard and SEMA.</li>
<li>Begin to upgrade ArcGIS Servers to version 10 at DHSS and SEMA.</li>
</ol>
<li>Coordination Activities</li>
<ol>
<li>Revamping SAG to quarterly meetings. We will invite a wider audience to attend. The new format will provide demos and presentations of interest in the GIS area.</li>
</ol>
</ol>
<p>Haithcoat: Talking with Pettit about aerial imagery procurement, trying to get at local government needs such as qualified vendors. LiDAR, planimetric, oblique products all covered. This is my last meeting as GIO.<br />
<strong>4.2 MSDIS report</strong>  Mark Duewell<br />
Geoportal metadata loading continues. 200 records added in the last month. Structures project continues. Attending Mid-MO RPC later this month at their request. Looking at equipment purchase, but existing equipment under maintenance for another year. Regarding availability of FTP instead of email for cut, clip, zip, and ship output, Esri regards that as custom work and would get expensive fast. Comments from others about other sites with this capability. Have identified an issue with reprojection in cut, clip, zip, and ship; being worked on. Aware of issue with IMS and moving IMS data over.<br />
<strong>4.3 Treasurers report</strong>  Leslie Chamberlin<br />
Current balance is $26,644.39. No expenses or income in the past month. Duewell: there will be an expense in October.<br />
<strong>4.4 By-Laws</strong>  Liz Cook<br />
Nothing proposed by ten-day cutoff specified in by-laws. Haithcoat will draft changes for next month.<br />
<strong>4.5 Membership report</strong>  Liz Cook<br />
Conference call with CIO and Wright. CIO expressed concerns about group getting too big. Cook explained that individuals from private sector had all been attending for over a year. Also discussed steering committee idea but Cook is personally not in favor of that approach. Discussion about MoDOT representation. Discussion about how to identify new representatives from a member.<br />
<strong>5. Project Update/Action Items</strong><br />
<strong>5.1 NSGIC Election and Missouri Membership</strong>  Paul Wright<br />
Summary of ballot submission process and timing. Thoughts about candidates from Spicci, Fox. Question from White about who would perform better in a national advocacy and testimony role. Opinion from Haithcoat. Opinon from Duewell. Drum pointed out that Hung had indicated his preference for Diller in his absence notification email. Motion from Drum to vote for Weichert as Chair-elect and all three board nominees. Seconded by Chamberlin. Approved by vote. Discussion about how to ensure that Missouri representatives to NSGIC are able to travel under no out-of-state travel policies. Motion from White that Spicci officially represent Missouri at the NSGIC Annual meeting in September. Seconded by Chamberlin. Approved by vote.<br />
<strong>5.2 2013 Missouri GIS Conference</strong>  David Drum<br />
Hotel selection survey available and will remain open until September 17. While a per-attendee cost has not been calculated for each location, please note that food costs are the major component of conference registration fee. Conference committee will review results and select a site by the October meeting.<br />
<strong>6. Committee Reports</strong><br />
<strong>6.1 Data Development</strong>  Ray Fox</p>
<ul>
<li>The Lidar Stakeholders group is working on the Mo-Grande project which includes counties in the lower Missouri- Grande watersheds. USACE-KC, NRCS, USGS, Dept of Conservation, and SEMA are in the consortium (USGS if next year&#8217;s funding allows) with USACE-St Louis possible. USACE-St Louis will handle the contracting.</li>
<li>East-West Gateway RPC has issued a RFP for the eight counties (including three in IL) for 6&#8243; resolution color imagery. USGS plans to participate in order to collect the NGA 133 Urban Area footprint.</li>
<li>St Louis County and the Metropolitan Sewer District (MSD) have expressed interest in acquiring Lidar for the city and county. USGS is interested in partnering, again if funding permits.</li>
<li>Ray Fox will be calling a Data Development meeting once the Mo-Grande Lidar project settles down.</li>
</ul>
<p><strong>6.2 Homeland Security</strong>  Debbie Briedwell<br />
Met since response events are winding down. Paul Fennewald was able to attend and share his vision. Planning a lessons-learned report from Joplin. Robinson officially in environmental group now so will not be able to participate in homeland security any more.<br />
<strong>6.3 Local Government</strong>  Matt Gerike<br />
Local government directory on web site still being developed.<br />
<strong>6.4 Outreach and Education</strong>  Mark Duewell, Shannon White<br />
Conference call on the 12th to finalize the Lake regional workshop. Tri-Lakes hosting a technical workshop in March. LiDAR workshop to be developed to be held twice in the next year. WUSTL to host another workshop.<br />
<strong>6.5 Policy and Legislation</strong>  Joe Clayton<br />
Cadastral mapping stakeholders meeting last month; second meeting on October 13. Today 1-3 house committee on science, etc. regarding LightSquared. Spicci commented on court case determining whether local governments can surcharge for GIS data.<br />

Drum: Symposium planning retreat tomorrow and Saturday. Spicci: do we want to sponsor the Symposium? Discussion. Motion from Colin Duewell to sponsor the symposium, seconded by White. Discussion. Friendly amendment from Cook to sponsor at the $500 level. Accepted by Duewell. Motion and amendment approved by vote. Spicci to work with Chamberlin to pay sponsorship.<br />

<strong>8.1 NRCS</strong> &#8211; Liz Cook<br />
MOGrand project will acquire LiDAR for eight additional counties in Missouri and Grand river areas.<br />
<strong>8.2 USGS</strong>  Ray Fox</p>
<ul>
<li>Ray attended the Arkansas GIS Forum last week, attendance was in the 270 range. Excellent conference with lots of enthusiasm from those attending. Craig Best of Census gave an excellent presentation on how to access the 2010 Census data. Although the Kansas City Census office will be closed, Craig will continue to work as the regional Geographer from his home in Kansas City. Liz Cook will contact Craig on giving his presentation at a MGISAC meeting if the agenda permits.
<li>
<li>The NHD cooperative agreement between USGS and DNR has experienced numerous delays due in large part to the conversation at USGS to a new financial system, but is expected to be completed before the fiscal year ends.</li>
<li>Ray is working on transferring the equipment loaned to MSDIS for geospatial projects to MSDIS permanently. This includes laptops and GPS equipment. The equipment is five years old and if returned would be surplused.</li>
</ul>
<p><strong>8.3 Missouri Resource Assessment Partnership</strong>  Diane True<br />
There will be a wetlands meeting on November 9 at the CERC in Columbia from 9 a.m. to 4 p.m. Public lands data should be available from http://www.protectedlands.net/ soon.<br />

<strong>4. MGISAC Administration</strong><br />
<strong>4.1 State of Missouri CIO report</strong>  Doug Young<br />
We continue to make progress despite fiscal challenges. Moved an additional FTE into the OGI. Budget continues to be a challenge. FY13 does not look any better than the last two. Reached an agreement yesterday with Bluebird Networks to get the State&#8217;s portion of the northern loop of fiber built; construction began this morning. Continue to have a good working relationship with the University. Will be making changes to the GIO contract. Fox: could you explain more about the GIO position? Young: those responsibilities will be transitioning to Wright. Working to keep Haithcoat on retainer to have access to his expertise when needed. Fox: how will Missouri be represented nationally? Young: the same monies will continue to be available though we are operating under out-of-state travel restrictions. Cook: new member nominations have not been completed in a timely fashion; is this something that can be delegated to Wright? Young: have concerns about the size and makeup of the group which is why I have not acted on the nominations. White: will the chair of MGISAC be part of resolving those concerns? Young: yes. Marsh: are you expecting the group to grow or shrink? Young: I am concerned about the group becoming too large and becoming ineffective.<br />
<strong>4.2 Missouri Geographic Information Officer and OGI report</strong>  Tim<br />

Continuing to move forward with Esri; refining project. Have some training units available for use in the near future. State Agency Group (SAG) likely to become a quarterly networking activity with demonstrations and presentations.<br />
<strong>4.3 MSDIS report</strong>  Mark Duewell<br />
Have moved to a biannual report on MGISAC recommendation. Fiscal report should be available today or tomorrow. New MSDIS web page is now available; please send comments to Martin Wills or Mark. Working on the geoportal but losing an intern. New research analyst starting soon. Broadband map made public at the beginning of the week. Development imagery service server moving forward; OS to be installed followed by application software and data. Looking to port existing IMS services to ArcGIS server; advice is to rebuild services. Attended clearinghouse summit; main topics were State Clearinghouses responding to emergency events and cloud services. Some LiDAR data close to posting; other in QA/QC. Discussion about LiDAR stewardship and derivative products.<br />

Meeting today from 13 p.m. Questions about how notification of meeting was sent out.<br />
<strong>5.3 Geospatial Metrics results and next step</strong>  Paul Wright<br />
Results of voting on metrics were distributed with meeting announcement email. Some interesting results. Overview of results and likely next steps. White asked if Strategic Planning should be set aside; this activity seems to be leading to a top-down Strategic Plan. Discussion about quantifiability of some metrics. Discussion of purpose of metrics exercise.<br />
<strong>5.4 2013 Missouri GIS Conference</strong>  David Drum<br />
Overview of three hotels chosen by site selection committee. Discussion about hotel and location qualifications, need for site visits. Motion from Marsh to select hotel from the short list, including Tan-Tar-A, created by the Site Selection committee, to be put to an electronic vote by the full council. Seconded by Jeff Schloss. Approved by vote.<br />

Large group of stakeholders met Tuesday in Columbia. Large area including and north of the Missouri River Corridor likely for LiDAR acquisition. Wagner: EastWest Gateway is taking on the St. Louis metro imagery project. Explanation of how project transitioned.<br />

Have not met for a while due to activations. Meeting next Thursday, August 18. Meeting announcement to follow in email. Will discuss how to update map books, lessons learned from recent disasters.<br />
